The Government of the Province of Misiones has enacted legislation that defines a nesting policy (registration of independent projects and their alignment with GHG accounting of the Jurisdictional Program) through Decree No. 2179 and Resolutions No. 441/24 and 022/25, to prevent verified emission reductions from being counted more than once.

Through Article 3 of Resolution 441/24, the Government of the Province of Misiones approved the Regulations for the Operation of the Provincial Registry of Projects for Reducing Emissions from Deforestation and Degradation of Native Forests. The regulation also allows the owner of a property with native forests to opt out of the Jurisdictional Program without the need for an independent project. The area of the excluded land is included in the FREL calculations and in the emission reduction results to maintain the environmental integrity of the Program and avoid emission leakage. Starting from the reporting period beginning in 2023, the GPM will deduct the emission reductions attributed to the excluded areas from the Program's net GHG emission reductions, as if it were an independent nested project area, following the criteria of the JNR Framework and the VCS Standard.
