Workshop 3: The Benefit Sharing Mechanism

This third workshop focused on presenting the update of the scheme for allocating the financial resources derived from the sale of carbon credits, focusing on equity, transparency and the benefit for the entire missionary community. The three main trust accounts and the weighting criteria for native forest owners were detailed.

Key meeting ideas:

Structure of Funds: Three main accounts were established: Account 1 for sustainable development and community projects (indigenous peoples, NGOs, SMEs); Account 2 for direct payments to private forest owners; and Account 3 for institutional strengthening and program operationalization.

Payment Criteria (Account 2): The benefits for private individuals are weighted according to territorial planning (giving greater value to green categories for the conservation effort), membership in the green corridor and the commitment to have created private reserves.

Smallholder Incentive: An extra "base payment" was introduced for those who own less than 50 hectares and maintain a high forest cover, recognizing the greater effort involved in conserving small areas.

Non-monetary benefits In addition to payments, the program funds fire prevention, technology monitoring, legal security against intrusions, and strengthening local governance.

Transparency and participation It was stressed that owners are free to join or carry out independent private projects, and that all information on the use of funds will be public through an inter-ministerial committee and external audits.

The event was inaugurated by Augusto Abdulhadi, who welcomed attendees and explained the workshop structure. He detailed that this meeting would focus exclusively on technical aspects, reserving legal and implementation topics for future workshops. The main objective was to discuss the technical aspects of the Jurisdictional REDD+ Program in the province of Misiones, as part of a broader cycle covering technical, legal, and implementation topics of the program.
